India for prioritization of disarmament

Noting that challenges of non- proliferation cannot be addressed by merely focussing on supply-side technology control, India has sought prioritization of disarmament as a step towards delegitimizing nuclear weapons.
"We believe that a good beginning would be to formalize a no-first use agreement internationally as a step towards delegitimizing nuclear weapons," External Affairs Minister Pranab Mukherjee said in New Delhi on Wednesday after inaugurating the new quarters of the Foreign Services Institute.
He said a new approach was required to address the 'most critical' challenges of non-proliferation as the A Q Khan network had made a mockery of supply-side technology controls.
"A new approach is required, which also prioritizes disarmament," Mukherjee said while pointing out that India had always pursued the objective of global disarmament, based on the principles of universality, non-discrimination and effective compliance.
He said India's participation as a full partner in a new global consensus on non-proliferation would strengthen global efforts in this arena.
"Conscious of our responsibilities, we have adopted a
comprehensive export control system, harmonized with international best practices," he said.
