India-US-Nuke Discussions
The US today said India and US are working hard and hoped that the pact could be clinched as soon as possible as the two resumed their talks to iron out their differences on the proposed bilateral agreement to operationalise the civil nuclear deal.
Speaking to media persons after calling on the Minister of State for External Affairs, Anand Sharma, the US Under Secretary, Nicholas Burns said he had good discussions yesterday with Foreign secretary Shiv Shankar Menon and Prime Minister' special envoy Shyam Saran.
Burns said the agreement was mutually advantageous, an All India Radio (AIR) report said here.
Anand Sharma said that he had very good discussions with Burns on a wide range of issues including cooperation in space, science and technology, agriculture and nuclear deal .
In today's talks which are being held at Hydrabad House here apart from Shiv Shanker Menon, Shyam Saran, representatives from the Department of Atomic Energy and other senior officials are part of the Indian delegation.
On the American side besides Nicholas Burns, Richard Stratford from the US Bureau of Non Proliferation, John Dooley of Department of Energy and other officials are also there. The Ambassador of the both countries are also at the talks.
The differences are mainly on issues like reprocessing right for the spent nuclear fuel, perpetuity of fuel supplies and continuance of the civil nuclear cooperation if India were to conduct an atomic test.
India has been insisting on having the right to reprocess spent nuclear fuel. It is also not ready to accept any legally binding clause in the agreement that could cap its strategic nuclear programme.
