India for dialogue between advanced nuclear powers & other countries

New Delhi, Oct 23, IRNA -- Indian Prime Minister Manmohan Singh on 
Saturday suggested a constructive dialogue between advanced nuclear 
powers and other countries to evolve more effective measures to stem 
the tide of proliferation without unduly constraining the peaceful 
uses of nuclear energy. 
According to Doordarshan, India`s official News TV channel, Singh 
while launching the commercial phase of the country`s 500 MW 
Prototype Fast Breeder Reactor at the Indira Gandhi Centre for Atomic 
Research (IGCAR) at Kalpakkam in the southern Indian state of Tamil 
Nadu said, "Artificial restrictions on genuine peaceful use of nuclear
technology amounted to rewarding those who were irresponsible and 
constraining those responsible." 
He said India would not be a source of proliferation of sensitive 
technologies. 
"constraining those who are responsible, amounts, in effect, to 
rewarding those who are irresponsible," he said, while pouring the 
first concrete for a Fast Breeder Program. 
Technology denial and closing avenues for international 
cooperation in such an important field is tantamount to the denial 
of developmental benefits to millions of people, whose lives can be 
transformed by the utilization of nuclear energy and relevant 
technologies," he said. 
The Indian Prime Minister said, energy security was an issue of 
vital importance, particularly in the context of accelerating the pace
of economic growth. "If we succeed in instituting an optimal mix of 
energy resources, in which nuclear energy is an important component, 
we will be able to ensure our energy security." 
Nuclear power accounted for only two per cent of overall installed
capacity of power generation in the country today, he said, adding "We
have embarked on a major program to generate 20,000 MW of nuclear 
power by 2020. by 2008, we hope to add 4000 MW including the two 
1000-MW nuclear reactors coming up at Koodamkulam in collaboration 
with the Russian Federation."
