Pak adopts delaying tactics to peace proposals: India

New Delhi, Oct 31, IRNA -- India Thursday criticized some of the counter-proposals submitted by Islamabad, while taking note of Pakistan`s "limited positive response" to its initiative to repair bilateral ties. "We are disappointed that they have attached impractical, extraneous or delaying conditions" to some of the proposals, India`s Ministry of the External Affairs (MEA), Spokesperson Navtej Sarna said here Thursday evening. Pakistan`s linking of India`s proposal for new land and sea routes with a "composite dialogue" is seen here as a delaying tactic, its conditional acceptance of the UN passports for those crossing the border in Jammu and Kashmir considered an impractical demand, and its concern for "people brutalized by the violence in Kashmir" viewed as "a ploy for its failed attempt to camouflage its sponsorship and support for terrorism." While not rejecting Islamabad`s proposal for a composite dialogue, New Delhi reiterated its formulation that the process cannot start till Pakistan stops abetting cross-border infiltration. At the same time, India welcomed Pakistan`s positive response to some proposals made on October 22. Based on Pakistan`s affirmative response, the MEA announced the immediate implementation of the proposal to allow senior citizens to cross the international border from the Wagah checkpoint near Amritsar on foot. India also said that it would initiate further steps to develop links between the Coast Guards of both countries, to encourage bilateral sports relations and to restore air and rail links. "We will work on the modalities of Pakistan`s proposal for the release of arrested fishermen within a month, although we would have preferred to work out an arrangement for their non-arrest," the spokesperson said, reading from a two-page note. India accepted Pakistan`s counter-offer of medical treatment to 40 Indian children and said that such offers and their implementation would increase interaction and contribute to increasing understanding. However, most part of the media interaction was devoted to expressing disappointment over Pakistan`s counter-offers announced on Wednesday. Pakistan`s linking of additional travel routes by land and sea with a composite dialogue on all issues was a "delaying tactic." On Pakistan`s conditional acceptance of UN-manned checkpoints for those planning to use the Srinagar-Muzaffarabad road link, the spokesperson said India`s offer was motivated by humanitarian considerations, but the other side had opted to "politicize and disrupt this by attaching conditions that they knew would not be acceptable." In fact, even now people from these regions travel without the required documents (UN passports) by Pakistan, the spokesperson pointed out. India had weighed and accepted in principle Pakistan`s additional proposal for a bus link between Lahore and Amritsar, but action could start after progress had been made on restoring the rail and air connections. Pakistan`s offer of providing medical treatment to people of Jammu and Kashmir "brutalized by the violence" and offer of 100 scholarships to the State`s children were rejected outright.
