INTRO: India's defense minister says the infiltration of separatist

militants from Pakistan into Indian-administered Kashmir has almost

ended. V-O-A's Jim Teeple reports from our New Delhi Bureau.

TEXT: Indian Defense Minister George Fernandes says, although the

infiltration of militants into Indian-administered Kashmir has -- in his

words -- almost ended, the situation on the ground in Indian-administered

Kashmir has not changed.

Mr. Fernandes says Indian security forces are still fighting

militants in the part of Kashmir they control. He says India has no immediate

plans to pull its troops back from the border with Pakistan.

India's influential home minister, L-K Advani, told the state television

network there will be no talks with Pakistan until India sees an

end to cross-border infiltration. New Delhi also wants the dismantling of militant

camps in Pakistan-administered Kashmir. Pakistan says all infiltration has

ended and denies providing Kashmir separatists with anything other

than moral and diplomatic support. (Signed)
