INTRO: Pakistan's President, General Pervez Musharraf has arrived in New

Delhi for a visit that will culminate with a series of meetings with Indian Prime Minister Atal Behari Vajpayee. V-O-A's Jim Teeple reports tough pre-summit talk from both sides has reduced expectations for a breakthrough on their longstanding dispute over Kashmir.

TEXT: Pakistan's President, General Pervez Musharraf arrived early Saturday amid tight security for the first meeting between the leaders of India and Pakistan in more than two years.

On Saturday, General Musharraf will meet with senior Indian leaders and

attend ceremonial functions that include laying a wreath at a memorial

to Mahatma Gandhi.

Sunday he and Indian Prime Minister Atal Behari Vajpayee begin a summit

in Agra, the site of the Taj Mahal. Kanti Bajpai a leading security

analyst in New Delhi says the two leaders will try to set an agenda for

future talks.

/// BAJPAI ACTUALITY ///

No dramatic breakthroughs, but an understanding to carry through

understandings, especially on Kashmir.

/// END ACTUALITY ///

Pakistan says Kashmir is the "core" issue of the summit, but Indian

officials say they want to discuss what they describe as "cross-border

terrorism" in Kashmir. More than 35-thousand people have died in the

state in separatist violence over the past decade. (Signed)
