INTRO:  In India, a double bomb explosion has killed a 
young girl and a man in New Delhi and injured 11 other 
people.  The explosions took place Sunday night in the 
heart of the city's old quarter -- opposite the 17th 
century Red Fort.  V-O-A's Jim Teeple reports there 
has been no claim of responsibility for the blasts but 
police say the attack is similar to one that occurred 
earlier this year.
Text:   Police say the blasts were timed to cause 
maximum damage and create panic in a crowded market in 
Old Delhi.   The first blast -- which killed two 
people -- ripped through a bus ticket booth.  Ten 
minutes later, another explosion took place about 100 
meters away in a market stall. The popular shopping 
area was packed with thousands of people at the time 
of the blasts.
The explosions were the fourth bomb attack to occur in 
New Delhi so far this year.  Indian news agencies 
quote police as saying the type of explosive used in 
Sunday's attack is similar to that used in a bomb 
which exploded at the Old Delhi railway station in 
January.
In the past, police have blamed most bomb attacks on 
Pakistan's Inter-services Intelligence Agency or on 
Kashmir separatist groups. Pakistan routinely denies 
involvement in such attacks and blames Indian 
intelligence agencies for similar attacks on its soil.
Buses and trains are common targets for bomb attacks 
in India.  Police say such attacks increase in the 
weeks leading up to India's Independence Day 
celebrations, August 15th.   Police say most attacks 
are carried out by different separatist groups.  
However, criminal organizations and private militias 
have also been known to use bomb attacks in their
