INTRO: A second consecutive day of violence in Kashmir
has left at least two people dead. After a 19-hour
siege, border security force personnel regained
control of one of their outposts in Srinigar, which
was attacked by militant separatists late Tuesday.
Two bodies -- believed to be militants -- have been
recovered from the building. The attack followed the
killing of 40 Sikh men late Monday in a small Kashmir
village. V-O-A's Jim Teeple reports President Clinton
spoke out against the violence in Kashmir during his
Wednesday speech to India's parliament.
Text: Indian security forces are bracing for more
attacks, following two days of violence. Meanwhile,
thousands of Kashmir Sikhs have descended on the small
village, Chati Singhpura, where Sikh men were
massacred Monday by unidentified gunmen.
India blames two Kashmir separatist groups for the
killings -- a charge denied by the groups. Speaking
to India's parliament Wednesday, President Clinton
offered sympathy and support.

Kashmir and our heart goes out to their families. We
will work with you to build a system of justice -- to
strengthen our cooperation against terror.

But Mr. Clinton says he did not come to South Asia to
mediate the dispute over divided Kashmir. He says
India and Pakistan will have to solve the dispute,
