INTRO: U-N Secretary-General Kofi Annan is urging
India and Pakistan to exercise restraint, following
India's downing of a Pakistani plane earlier today
(Tuesday). U-N correspondent Max Ruston reports from
New York.
TEXT: A brief statement issued by Mr. Annan expresses
regret for the loss of life following India's downing
of the Pakistani plane. In the statement, Mr. Annan
is careful not to place blame for the incident on
either party. Instead he urges the two countries to
resume talks aimed at reducing tension.

He [Mr. Annan] is increasingly concerned at
repeated incidents between India and Pakistan
and urges that the differences between them be
resolved by peaceful means. He calls on both
countries to exercise maximum restraint.

Mr. Annan says he is looking forward to a resumption
of peace talks between the two countries. During the
past year, Mr. Annan has offered several times to
mediate between the two declared nuclear powers in
their territorial dispute over Kashmir.
Pakistan says it is open to such mediation. U-N
officials say India has neither rejected nor welcomed
the idea.
Pakistan says 16 people were killed Tuesday when a
naval aircraft on routine patrol over Pakistani
territory was shot down. Islamabad has condemned the
shooting as an unprovoked aggression.
New Delhi says the plane was shot down over Indian
Territory after it refused to respond to radio
requests for identification. (SIGNED)
