New Delhi has ruled out India signing the Comprehensive Test Ban Treaty, CTBT,
immediately and unconditionally. In an interview to a private television channel the
principal secretary to the Prime Minister, Mr. Brajesh Mishra said India has already
made it clear that it is willing to convert its voluntary moratorium on further nuclear
testing into a de jure obligation.
As reported, the Deputy Chairman of the Planning Commission, Mr. Jaswant Singh,
will have his second round of talks with the US Deputy Secretary of State, Mr.
Strobe Talbott at Frankfurt in Germany today, Mr. Singh would convey to Mr.
Talbott the steps taken by New Delhi to resume talks with Islamabad. Mr. Singh
has already arrived in Frankfurt for the talks.
