India has sought some concessions like high-tech dual purpose technology in return for signing the CTBT. This has been conveyed to P-5 countries in the discussion now on with them through interlocutors.

According to sources in New Delhi, the dialogue began with Principal Secretary to Prime Minister, Mr.Brajesh Mishra's meetings with the French President, the British prime Minister and Russian leaders. It continued with the Deputy Chairman of the Planning Commission, Mr.Jaswant Singh meeting the US Deputy Secretary of State, Mr.Strobe Talbott. Mr.Singh will meet Mr.Talbott again on Thursday at Frankfurt.

Our correrspondent says that New Delhi had conveyed earlier that it is prepared to adhere to some of the provisions of the CTBT. At the same time, it would expect removal of curbs on supply of dual purpose technology which has been so far denied to India. It had also been stated clearly that India could sign the treaty only as a nuclear power. While there will be no more nuclear tests, New Delhi will not reverse its programme on weaponisation. Sources in the capital point out that there is a better understanding now of India's security concerns and the initial adverse reaction to India's nuclear tests is over.
