DPRK AND IAEA SECRETARIAT COMPLETE SAFEGUARDS AGREEMENT TEXT
Representatives of the Democratic People's Republic of Korea (DPRK) and the secretariat of the
International Atomic Energy Agency (IAEA) today agreed to the text of a draft safeguards
agreement permitting inspection of nuclear material in the DPRK.
The draft agreement, which follows the standard pattern of safeguards agreements signed
between parties to the Non-Proliferation Treaty and the IAEA, was drawn up in its final form
during discussions held in Vienna July 12-16.
The agreement will be submitted to the meeting of the IAEA Board of Governors to be held in
Vienna on September 11, 1991 for approval.
The DPRK side was led by Mr. Chang Mun Son, Director of the Legal Affairs Department of the
DPRK Foreign Ministry.
