o North Korea conferred the title of general on Kim Jong-un and Kim Kyong-hee on September 27 and convened a meeting of the Workers’ Party representatives on September 28, appointing Kim Jong-un as vice chairman of the Party’s Central Military Commission.
[Outside North Korea]
o In a keynote speech to the UN General Assembly on September 30, North Korea’s Vice Foreign Minister Park Gil-yon argued that the country’s nuclear deterrence could never be abandoned and should be strengthened further.
