o According to the April 18 report, Kim Jong-il watched a general performance in mass art during the second April Spring People’s Art Festival. According to the April 23 report, he also visited Gaeseon Youth Park in Pyongyang. On April 19, North Korea held a Pyongyang reporting rally commemorating the 50th anniversary of the April 19 pro-democracy movement in South Korea.

o In its Foreign Ministry memorandum on April 21, North Korea expressed its position that it would continue to produce nuclear weapons.
o In the April 22 commentary on Uriminzokkiri, a government website, North Korea ratcheted up its criticism against the president of South Korea.
