North Korea held the second session of the 12th Supreme People’s Assembly at the Mansudae Assembly Hall on April 9 and discussed 4 items on the agenda including the settlement of the 2009 budget execution and 2010 budget planning. Promotion of general food processing factories

North Korea reported that Samilpo-style general food processing factories have been established and started production in each province. Pyongyang to promote the Heungnam Fertilizer Factory

North Korea boasted the progress of the Heungnam Fertilizer Factory to expand the production of fertilizers and encouraged the establishment. (Rodong Shinmun on April 7)

Announcement to freeze the assets in the Mt. Geumgang resort

A spokesperson for the Guidance Bureau for Comprehensive Development of Scenic Spots released a statement, and unilaterally declared 4 measures including freezing of the South Korean government-owned properties within Mt. Guemgang resort. (Korean Central News Agency on Apr. 8)

Criticism over the spreading of South Korean DVD and anti-North Korea leaflets

The head of the Inter-Korean general-level military talks sent a message to the South and criticized the spreading of anti-North Korea leaflets by South Korean activists. The North also threatened the South in regard with South Koreans’ safe passage across the Demilitarized Zone. (Korean Central News Agency on Mar. 29)

Criticism on the Nuclear Posture Review

A North Korean Foreign Ministry spokesperson denounced the Nuclear Posture Review of the U.S. in a press conference of Korean Central News Agency(Apr.9) and insisted that the North will increase the number of nuclear weapons and modernize them.

Kim Yong-nam’s visit to Africa

North Korean media reported that president of the presidium of the SPA visited 3 African countries (Gabon, Gambia, and Senegal) from March 29 to April 5 and concluded various friendship agreements with these countries.
