o According to a December 19 report, Kim Jong-il visited Seongjin Steelmaking United Enterprise. On December 16, North Korea enacted three new economic acts (Real Estate Management Act, Goods Consumption Standards Act, and General Facility Import Act), and announced that its population totaled over 24 million in an event releasing its census report.
[Outside North Korea]
o According to a December 17 report, North Korea agreed to the proposed opening of a ‘cooperation and culture office’ by France in North Korea.
[Inter-Korean Issues]
o On December 13, North Korea contended, “The South Korean government blocked a series of contacts in Shenyang between a South Korean group providing assistance to North Korea and its North Korean counterpart.” It accused the South Korean government of ‘rash behavior annihilating a unification movement.’
