- In the so-called “Bill of Indictment of the National Unification Institute, North Korea made a harsh criticism against the ROK government’s North Korea policy, arbitrarily quoting South Korean media reports.

Foreign Affairs
- The DPRK criticized that the U.S. ’s efforts to modernize its nuclear weapons encouraged arms race and that the South Korea-U.S. joint military exercise in 2008 could be considered as an evil-minded maneuver with double purposes.
- North Korea criticized Japan ’s movement to expand outward such as approval of Anti-Terrorism Special Measures Law. It also criticized Japan ’s insistence on resolving the issue of abduction first.
