- North Korea reported that the amount of coal production increased by 120% from the same period last year in a Rodong Sinmun political essay titled “The Crucial Foundation for Building a Wealthy Nation.”

Inter-Korean Affairs
- Retrospecting on the inter-Korean relations in 2008 in Chongryun’s union organ Chosun Shinbo, the DPRK concluded that the current inter-Korean relation was at a crucial crossroad that could lead to an overall halt, asserting that whether the relation improved or not depended on the South Korean government’s decision to change the course of its North Korea policy.

Foreign Affairs
- During the six-party talks from December 8 to 11, North Korea maintained its firm stance that it could not accept nuclear sampling and that the economic aid by the concerned five countries should go in parallel with the disabling process based on the principle of action for action.
- The DPRK criticized the U.S. ’s movement to expand its military power as efforts to launch pre-emptive attacks and the strengthening of the South Korea-U.S. military alliance as a provocative movement that increased the military tension on the Korean peninsula.
- During the six-party talks from December 8 to 11, North Korea criticized Japan and South Korea , calling them “slanderers,” and asserted that the six-party structure had been transformed due to the crumbling cooperation among Japan , South Korea and the U.S. and the onlooker’s attitude of China .
- North Korea criticized Japan ’s movement to expand its military power such as the Special Control Act on Piracy and Other Lawless Acts at Sea and Japan ’s suppression of Chongryun.
