- The DPRK reported that dwelling construction for 1,000 households is ongoing in the neighborhood around Mansu Hill, Pyongyang .

Inter-Korean Affairs
- The DPRK announced the statement by the Central Committee of the Red Cross on November 12 which criticized the ROK government’s participation as a co-sponsor of the North Korea human rights resolution and notified that it would cut off all inter-Korean direct phone links through the truce village of Panmunjeom .

- North Korea ’s representative for inter-Korean general-level military talks notified that the DPRK would strictly limit travel across the Military Demarcation Line from Dec. 1.

Foreign Affairs
- North Korea urged the U.S. to abandon its hostile North Korea policy upon the inauguration of the Obama administration.
- The DPRK strongly criticized Japan for its movement to put extra sanctions on North Korea and its attempt to distort the history.
- The spokesperson for the North Korean Ministry of Foreign Affairs announced on November 12 that the North would not allow sample-taking with regard to the nuclear verification protocol.
- The North criticized the U.S. ’s provision of nuclear umbrella as a scheme of pre-emptive nuclear attack and the U.S. ’s anti-terrorism war as a brutal terror attacks trampling on a nation’s sovereignty.
