Internal Affairs
- The DPRK authority reported that the amount of cement produced from January to September in 2008 increased by 30% from that of those produced in 2007.

- In celebration of the 63 rd anniversary of the foundation of the North Korean Workers Party that falls on October 10, the DPRK released Kim Jong-il’s statements and Rodong Sinmun’s editorial and held worship events at the Kumsusan Memorial Palace .

Inter-Korean Affairs
- The DPRK authority asserted that the ROK government made it a policy to include NLL into its territory, warning possible skirmishes in the West Sea .

Foreign Affairs
- At a press conference held by the Korean Central News Agency on October 12, the DPRK authority expressed that it welcomed the U.S. decision to remove the communist regime from the list of sponsor states of terrorism. It also urged five concerned states of the six-party talks to implement their obligations through commentaries published in Chosun Shinbo on October 12.
- North Korea criticized Japan ’s movements for outward expansion through commentaries published in state-media including Rodong Sinmun and Central Broadcasting Station.
- North Korea conducted an evaluation on the DPRK-Russia amity and cooperation to mark the 60 th anniversary of the start of their diplomatic relations, emphasizing the improvement of their friendly relationship.
- North Korea criticized the movements to strengthen military cooperation between the ROK and the U.S. , citing the U.S. ’s approval of the U.S.-ROK Defense Cooperation Improvement Act and the entry of the nuclear-armed aircraft carrier into the port of Busan .
