【 Inside North Korea 】

o On October 30, North Korea’s Rodong Sinmun published an editorial titled “Let Us March with the Banner of Self-Reliance Lifted Even Higher” in which the newspaper put forth a new theory of self-reliance by stating, “The 21st century self-reliance our party (the WPK) calls for is not something achieved with bare fists but is based on science and technology and pursues practical gains.”

o On October 31, the North Korean Central News Agency (KCNA) said, "Newly developed functional kimchi designed to improve the human body’s health-related functions is supplementing people’s diets.” The KCNA emphasized, “Functional kimchi is incomparably superior to other types of kimchi as it contains more than ten times as much as gamma-aminobutyric acid, is much more flavorful and savory, and even has a medicinal function.”

o On October 31 the KCNA said, “Kim Jeong-il recently provided on-site guidance at a number of factories and companies and stressed the importance of science- and technology-driven production in the focus sectors for the people’s economy and basic industrial sectors, urging them to press ahead with modernization based on the most current science and technology.” The news agency also propagandized, “Scientists and engineers in every corner of the nation have been producing many a research outcome to contribute to the development of the focus economy sectors and basic sectors.”

o On November 1, North Korea’s Central TV stated, "Now that many parts of the country have suffered great damage due to heavy rains and floods this year, it is extremely important to effectively manage national land,” impelling North Koreans to “actively take part in the national land management project this autumn to recover from the rainy season’s damage.”

【 Outside North Korea 】

o On October 29, the North’s Rodong Sinmun said, “Our Party [the WPK] and the government of the republic [the DPRK] have held fast to the commitment to developing good neighborly and friendly relations even with capitalist countries provided they respect our nation’s [North Korea’s] sovereignty and deal with us in a friendly manner.” The newspaper went on to emphasize, “Our nation’s recent and successive forging of diplomatic ties with many nations around the world constitutes a historic event and an enormous diplomatic success, as well as a powerful demonstration of our nation’s independent diplomatic policy.”

o On October 29, the North Korean Central News Agency (KCNA) reported that the first round of the Asian zone qualification tournament for the 2010 FIFA World Cup took place in Pyongyang on October 28, saying, “The [North] Korean team beat the Mongolian team 5 to 1.”

o On October 31, Rodong Sinmun contended that US-style values are “based on the power-is-everything theory that ‘power is justice and goodness.’” The newspaper condemned the US, insisting, “The US is taking a two-faced attitude by being tight-lipped about inhumane and anti-humanity crimes committed by countries that have shared interests, while making an ado regarding the ‘human rights issues’ of those countries that run counter to it.”

【 Inter-Korean Issues 】

o On October 30, North Korea’s Rodong Sinmun said, “A new era calls for new viewpoints and insights,” stating, “The time has come to jettison such old-fashioned confrontational ideas that South Korea is our main enemy and that things advantageous to the North are harmful to the South.” The newspaper added, “In order to safeguard the June 15 era and bolster the reunification movement, it is necessary to be determined to boldly join hands and forces for reunification, overstepping ideological, institutional and religious differences.”
