Inside North Korea

o On October 1, North Korean Central TV stated, “It is very effective and economical to generate power using wind power plants at the Electricity Institute under the State Academy of Sciences,” and added, “Our [North Korean] scientists had pressed on through years of research and as a result recently completed the development of a micro wind-driven power generator.”

o On October 7, the North’s Korean Central Broadcasting Station (KCBS) reported, “The cabinet’s Ministry of Education selected over 1,000 teachers as this year’s October 8 Model Teachers.” The KCBS also gave background information on the title by stating, “The title of October 8 Model Teacher came into being on the occasion of National Defence Commission Chair Kim Jeong-il’s inspection of Mubong Middle School in Samjiyon County, Ryanggang Province on October 8, 2002. The title is awarded to outstanding teachers who show stellar performance in the teaching of students.”

Outside North Korea

o On October 1, the organ of the Workers’ Party of North Korea Rodong Sinmun said, “We [North Korea] are joyous about the Chinese people’s exceptional performance in [national] revolution and construction as if it were our own success.” The newspaper featured a text to mark the 58th anniversary of the founding of the Chinese government ascribed to an individual author. The written work underlined the friendly relationship between the two nations, saying, “The founding of China was a historical breakthrough that charted a new course in socialism as well as in the historical progress of the Chinese people.”

o On October 5, the North Korean Central News Agency (KCNA) reported, “At the second meeting of the sixth round of six-party talks held in Beijing from September 27 to 30, delegates reviewed the implementation of the February 13 Agreement, which is the first measure of the implementation of the September 19 Joint Statement of 2005 regarding the denuclearization of the Korean peninsula, discussed next-stage objectives and each party’s obligations, and adopted a joint statement.”

Inter-Korean Issues

o October 2, the North Korean Central News Agency (KCNA) said, “On September 27, North Korean Vice Minister of Foreign Affairs Choe Su-hon delineated North Korea’s consistently supportive stance on the expansion and development of South-South cooperation at the foreign ministers’ meeting of the Group of 77 in conjunction with the 62nd session of the UN General Assembly.”

o North Korea’s media outlets reported on the first and second days of the 2007 South-North Korean Summit being held in Pyongyang from October 2 through 4 as follows:

- On October 2 at 15:00, the KCNA remarked regarding Kim Jeong-il’s welcoming of the South Korean president, “Comrade Kim Jeong-il greeted President Roh Moo-hyun during his visit to Pyongyang on October 2. The welcome event took place at the April 25 House of Culture.”

- At 20:00, following the aforementioned report, North Korean broadcasting media stated, “President Roh Moo-hyun arrived in Pyongyang and was greeted by President of the Presidium of the DPRK Supreme People's Assembly Kim Yong-nam in front of the People’s Palace of Culture.”

- As regards the South Korean First Lady’s itinerary, on October 2, the KCNA said, “Ms. Kwon Yang-suk, wife of President Roh Moo-hyun, accompanied by some members of the South Korean entourage, toured the Grand People’s Study House after conversing with [North Korean] women from all walks of life.”

- On October 3, North Korean media outlets reported matter-of-factly that President Roh Moo-hyun presented gifts to Kim Jeong-il and had a private meeting with him, and that First Lady Kwon Yang-suk visited the Central History Museum and the Academy of Koryo Medical Science.

o On October 4, major North Korean media such as the Korean Central News Agency, Central TV and the Pyongyang Broadcasting Service unveiled, simultaneously with South Korea and without providing any summary, the full text of the eight-point Declaration on the Advancement of South-North Korean Relations, Peace and Prosperity agreed to by President Roh Moo-hyun and Chairman Kim Jeong-il.

o On October 4, the KCNA reported, “On October 3, President of the Presidium of the DPRK Supreme People's Assembly Kim Yong-nam brought a pine tree from the Central Botanical Garden and planted the tree with President Roh Moo-hyun.

- Afterwards, President Roh toured the West Sea Barrage and left the comment, ‘People are great,’ in the visitors’ book. He then travelled to the Phyonghwa General Motor Works.“In the afternoon of the same day, President Roh Moo-hyun attended the grand mass gymnastics and Arirang artistic performance at the May Day Stadium.”
