Inside North Korea

o On September 10, the North Korean Central Broadcasting Station (KCBS) reported, "Agricultural areas in Gangwon Province are successfully expanding their organized endeavors to revolutionarily press ahead with the restoration of paddies and fields damaged by heavy rains.”

o On September 10, the KCBS said, "In celebration of the 59th anniversary of the founding of the Democratic People’s Republic of Korea (DPRK), in the capital city of the nation the Pyongyang Grand Theatre staged the immortal classic masterpiece The Flower Girl and the Central Youth Hall featured the State National Art Troupe’s music and dance performance, while in all provinces throughout the nation, including South Pyongan, North Hamgyong, South Hwanghae and Ryanggang provinces, artistic groups put on music and dance performances.”

o On September 12, the KCBS reported, “According to collated data, 80% of destroyed roads had been restored as of September 10,” adding, “Conditions for smooth transportation are being reestablished in most parts of the nation.”

o On September 13, the KCBS quoted an interview with Director of the Ministry of Coal Industry Kim Chang-sok in which he said, “The Ministry of Coal Industry is powerfully proceeding with a battle to clean up the damage incurred by the rainy season as soon as possible and to send more coal to thermal power plants and a number of sectors of the people’s economy.” He was also reported to have said, “Under the guidance of the party committee, the ministry has created a sophisticated strategy to recover from damage from the rainy season.”

o On September 15, in a long article titled “Socialistic Law-abiding Life and the Construction of a Powerful Nation,” the North’s Rodong Sinmun contended that “outside of socialistic laws, ensuring the collective and organized behavior of people and the maintenance of social order is unimaginable,” and that “strengthening compliance with law in everyday life is a socialistic society’s intrinsic desire.”

Outside North Korea

o On September 11, North Korea’s Pyongyang Broadcasting Service (PBS), on the occasion of the 6th anniversary of 9/11, repeatedly denounced the US, alleging, “The US, under the slogans of counterterrorism and the establishment of a democratic order, is carrying out overtly and audaciously intrusive warfare amounting to the pillaging of anti-imperialistic, independent nations in an attempt to take firm hold of strategically important places.” The PBS added, “The US’s maneuver to provoke a war against us (North Korea) is a part of its effort to expand its so-called counterterrorism war.”

o On September 12, the North’s Rodong Sinmun issued an editorial in which it emphasized, “Today, when an all-out offensive to build a power economy is underway, our [the North Korean] party is calling on its members to stand at the forefront of the marching ranks to powerfully lead the people. The party members, responding to the demands of the party and the revolution, are even more effectively stepping up to their roles as leaders.”

o On September 13, the PBS aired a brief report concerning Japanese Prime Minister Shinzo Abe’s expression of his intent to resign on September 12, in which it said, “He said he would step down since under the current circumstances it was next to impossible to carry out his policies with the people’s support and trust.” The PBS added, “Now the Abe administration is to come to an end in one year,” but did not make any comment.

Inter-Korean Issues

o On September 13, North Korea’s Rodong Sinmun stated, “National collaboration is an essential element in and strong power behind the progress of the national reunification movement,” and argued, “The milestone on the path to national collaboration for all the people of each and every class and rank is the idea of uriminzokkiri, or ‘by our nation itself,’ presented in the June 15 Joint Declaration.”
