Inside North Korea
o On July 23, the North Korean Central News Agency (KCNA) said, “Efforts to date to develop fish breeding have borne much fruit.” The KCNA went on to insist, “Compared with 10 years ago, the total area of artificial fish breeding ponds and the number of fish breeding units have tripled, while fish production has increased as much as nine times.”
o On July 26, the KCNA reported, “The Hydrological Institute under the Hydro-Meteorological Service [of the DPRK] has launched a new computation system for flood forecasting and control, which is proving very useful in preventing flood damage.”
o On July 29, concerning the election of deputies to Local People’s Assemblies in provinces, cities and counties:
- On July 26, the KCNA stated, “The recommendation of candidates for the post of deputy to provincial, municipal and county People’s Assemblies was fully completed on July 26,” adding, “Recommended as candidates at election meetings held nationwide were officials, workers, farmers and intellectuals capable of fulfilling the roles and responsibilities as representatives and servants of the people.”
- On July 29, the North Korean Central Broadcasting Station (KCBS) reported, “Elections started across the nations at 9:00. As of 12:00, 80.05% of all eligible voters have turned out.”
Outside North Korea
o On July 23, North Korea released a memorandum on the occasion of the centennial of the Jeongmi Seven-point Treaty concluded in July 1907 [also known as the Japan-Korea Annexation Treaty of 1907]. The document, issued in the name of such DPRK groups as the History Society and the Committee for Investigation into the Damage Done by Japanese Imperialists during Their Occupation of Korea, denounced the evil deeds of Japan and called for “an apology and compensation.”
- In the memorandum, the History Society of the DPRK said that “the Jeongmi Seven-point Treaty had no legal effect as it is a charlatan’s fraudulent document,” and emphasized, “The bloody lesson our nation has drawn from the history of colonial rule is that only when [we] strengthen our military power can we protect our national sovereignty from imperial invasion and firmly safeguard our nation’s freedom and independence.”
o On July 25, North Korea’s Rodong Sinmun issued a commentary titled “Blatant Nuclear High-Handedness” in which it said, “The US has been tyrannical and dogmatic in the nuclear arena by calling for others’ abandonment of nuclear substances, while the US itself owns tens of thousands of nuclear weapons and presses ahead with the development of new nuclear warheads,” and denounced the US by stating, “This kind of behaviour on the part of the US is the culmination of its arrogance as well as an extreme [example] of the application of its double standards in the nuclear arena.”
o On July 25, the North Korean media reported on President of the Presidium of the DPRK Supreme People's Assembly Kim Yong Nam’s visit to Algeria.
Inter-Korean Issues
o On July 26, the North Korean Central News Agency (KCNA) stated, “The sixth general-level North-South military meeting concluded.” The KCNA claimed, “We [North Korea] continuously proposed innovative ideas to contribute to the discussions on the agenda in line with the spirit of valuing the nation, safeguarding peace and realizing unity, and did our best to realize the ideas,” and then criticized South Korea by saying, “By contrast, failing to grow out of its old-fashioned attitude of confrontation, South Korea merely clung to erroneous arguments and built an artificial barrier before the meeting.”
