Xiaohaerbaling Meeting of Strategic Significance for National Liberation

Pyongyang, August 10 (KCNA) -- August 15 is the day of the Korean people's national liberation. On this occasion, they are recollecting with deep emotion the historic Xiaohaerbaling meeting (August 1940) that decided to change the strategic line at the new turning period of the Korean revolution, along with the Mingyuegou meeting (December 1931) and the Nanhutou meeting (February 1936) that also set forth important strategic lines on the anti-Japanese armed struggle.
The meeting at Xiaohaerbaling was a historic conference that adopted a new strategic policy of hastening the ultimate victory of the anti-Japanese revolution and making full preparations to take the initiative to greet momentous occasion of national liberation. The Japanese imperialists, who were engaged in the aggression of the continent at that time, intensified the "punitive" operations against the Korean People's Revolutionary Army (KPRA) in an unprecedented way in an attempt to ensure "security of the home front".
President Kim Il Sung convened a meeting of military and political cadres at Xiaohaerbaling, Dunhua County on August 10 and 11, Juche 29 (1940) to define a new strategic stage in the light of the obtaining situation.
The President delivered a speech titled "On Preparing for the Great Event of National Liberation" at the meeting.
He advanced it as a new strategic task to preserve and accumulate the force of the KPRA, the backbone of the Korean revolution, and train its officers and men to be able political and military cadres in the preparation for greeting actively the great event of national liberation.
In order to carry out this task with success, he put forward a new fighting policy on switching over from large-unit operations to small-unit actions.
The meeting laid stress on conducting intensive political work among masses, improving the military and political qualifications of every man and officer, strengthening solidarity with all the anti-imperialist forces of the world while undertaking nimble small-unit military actions in the vast areas of Korea and Manchuria. And it agreed on concrete measures.
Recollecting the Xiaohaerbaling conference later, the President elaborated its great significance.
His reminiscences "With the Century" Vol. 8 (Continuing Edition), carries a photo of the tent where the President stayed during the Xiaohaerbaling conference, photos of secret and temporary bases in the homeland in the period of the small-unit actions, figure photos and other historical data.
