SPA Hears Report on Work of Cabinet Last Year and Its Tasks for This Year

Pyongyang, April 11 (KCNA) -- Deputy to the Supreme People's Assembly Kwak Pom Gi, vice-premier of the Cabinet, delivered a report on the work of the DPRK Cabinet in Juche 95 (2006) and its tasks for Juche 96 (2007) at the fifth session of the eleventh SPA held on Wednesday.
According to the report, precious successes were made in socialist economic construction last year; the total revenue in the sectors of the national economy grew as compared with that in the previous year and the production of major industrial goods showed a marked increase in the same period.
The reporter went on:
The state focused investment in the major industrial sectors including the pilot domains last year, reinforcing the independent foundation of the national economy and laying a springboard from which to make fresh leap forward.
The state investment in the field of scientific research showed an increase. As a result, last year progress was made in carrying out the assignments for scientific and technological development at the major objects designated by the state and a lot of inventions and scientific research achievements were registered to contribute to reenergizing the production and speeding up the technological updating of the national economy.
The major thrust of economic construction this year is to improve the standard of people's living in reliance upon the existing foundations of agriculture and light industry, bolster the four pilot domains of the national economy and thus give fullest play to the productive potential of the overall economy, continue energetically pushing forward the modernization of the national economy and satisfactorily settle the issue of socialist economic management in Korean style.
The Cabinet will concentrate state efforts on agriculture this year, too, considering it as a mainstay, to thoroughly implement the WPK's policy of agricultural revolution and make a signal advance in the efforts to settle the people's problem of food.
It will kick off a high-pitched drive to step up the modernization of major light industrial factories and reinforce the bases for the production of daily necessaries at industrial establishments so that the production may be kept going at a high rate, the variety of consumer goods may increase and the quality of goods improve.
State efforts will be channeled into the construction of dwelling houses to build more houses in major cities and cities and counties and find a satisfactory solution to the problem of housing.
The sector of power industry will focus efforts on updating turbines and repairing hydraulic structures at hydro-power stations and repairing equipment and technological updating at thermal power plants, while accelerating the ongoing construction of power stations to create additional generating capacities. The sector of coal industry will definitely keep tunneling ahead of production and increase the number of mining faces to keep the coal production going at a high rate.
The sector of metal industry will direct efforts to updating the mining, transport and ore dressing equipment at iron mines, readjusting and reinforcing the Juche-based iron production bases and boosting the production at all iron and steel works for the purpose of meeting the demands of defence industry and various other sectors of the national economy for irons and steels.
Energetic endeavors will be made by the field of railway transport to turn railways into standardized ones and boost the production and repair of electrical and diesel engines and freight wagons in order to increase the number of units in operation. It will, at the same time, minutely organize and command the transport service to decisively ease the strain on the transport.
The field of geological prospecting will explore more energy resources and useful mineral resources by widely applying advanced prospecting technology and develop them under a long-term plan. A strict measure will be taken to economize the nation's precious resources and protect them to the maximum.
The field of extractive industry will keep the production going at a high rate at the mines, speed up the technological updating of Tanchon, Munphyong and Unhung smelteries and, at the same time, energetically push forward the work to renew such industrial waste as residue and slag.
The sector of machine-building industry will put the modernization and informationalization at major machine plants on a higher level and build modern casting centres to decisively improve the quality of machine products as required by the new century. The sector of chemical industry will reenergize the production at major chemical factories to decisively boost the production of a variety of chemical products such as chemical fertilizers, herbicide and synthetic resin.
The field of capital construction will dynamically push forward the sprucing up of the revolutionary battle sites and revolutionary sites in the area of Mt. Paektu and main streets of Pyongyang, Hoeryong City and the Unjong Science District and, at the same time, undertake a vigorous drive for constructing major objects as monumental structures in the era of Songun.
Great efforts will be channeled into improving the city management and land management to spruce up major cities and streets and rural villages of the country as required by the era of Songun. Efforts will also be directed to building and improving roads, creating forests and improving rivers and streams to turn the whole country into a socialist land of bliss.
This is the last year of the five-year plan for the development of science and technology.
The Cabinet will direct sustained great efforts to developing science and technology with main emphasis on correctly working out a five-year plan for the development of science and technology at the next phase as required by the building of an economic power while unfailingly honoring the assignments for the development of science and technology under the existing plan.
The above-said field will successfully carry out the major subjects of scientific researches, make a significant advance in the development of core basic technology and ultra-modern science and technology and find satisfactory solutions to scientific and technological problems arising in the modernization of the national economy.
All sectors of the national economy and all units will make it a rule to plan and organize economic work on the basis of science and technology and closely combine production with science and technology to ensure that they steadily increase their contributions to economic growth.
Great efforts will be channeled into boosting the economic exchange with other countries as required by the developing reality to boost the production of exports and, at the same time, make foreign trade diverse and multifaceted to decisively increase the value of trade. The Cabinet will make sure that economic and technological cooperation, joint venture and collaboration with other countries are promoted from the firm stand of Juche.
It will see to it that all the economic guiding personnel and scientists will find realistic solutions to issues related to economic management on the socialist principle and the principle of profitability, invariably guided by the WPK's economic ideas and theories, and focus its efforts on settling the issue related to the method of planning to ensure the balanced development of the national economy and the issue of giving fullest play to the creative ingenuity of the working people and other issues for the present, the reporter concluded.
