Report on Results of Implementation of Last Year's State Budget and State Budget for This Year

   Pyongyang, April 11 (KCNA) -- Deputy to the DPRK Supreme People's Assembly Ro Tu Chol, vice-premier of the Cabinet, delivered a report on the results of implementation of the state budget of the DPRK for Juche 95 (2006) and its state budget for Juche 96 (2007) at the fifth session of the 11th SPA held on Wednesday.
    According to the report, the state budgetary revenue last year was fulfilled at 97.5 percent as compared with that under plan or a jump of 4.4 percent over that in the previous year.
    The plan for the local budgetary revenue was fulfilled at 104.9 percent and local areas contributed a large amount of money to the national budget, while covering the expenditure with their own revenue.
    Last year's state budgetary expenditure was carried out at 99.9 percent as compared with that under plan. Last year 16 percent of the total state budgetary expenditure was allocated as defence spending.
    The State earmarked 40.8 percent of the total budgetary expenditure for various domains of the national economy last year.
    14.5 percent more fund than the previous year was allocated for the agricultural field. A huge disbursement of fund was made for the fields of power, coal mining and metal industries and railway transport to expand and consolidate the material and technical foundations of the pilot domains.
    A large sum of fund was spent last year to develop science and technology, education, culture, public health and sports and implement the popular policies.
    The reporter said that the state budget for this year has been shaped as a realistic and dynamic one on the principle of tapping the source of revenue to the maximum, while reducing the expenditure for non-productive fields as much as possible so as to fully meet the financial needs for socialist economic construction, the improvement of the standard of people's living and the increase of the national defence capability.
    He went on:
    The state budgetary revenue for this year is expected to grow 5.9 percent over last year.
    The revenue coming from profits of state enterprises, the basic source of budgetary revenue, is expected to go up 6.4 percent over that last year, that from the profits of cooperative organizations 4.5 percent, the revenue from the depreciation of fixed property 9.6 percent, revenue from the rents of real estate 15.4 percent and that from the social insurance 15.1 percent.
    The state budgetary expenditure for this year will show an increase of 3.3 percent over last year and its plan has been shaped in such a way as to effectively use a large amount of it for the development of the national economy and the improvement of the standard of people's living.
    8.5 percent more fund than last year will go to the agricultural field and the expenditure for light industry is expected to grow 16.8 percent over last year to markedly increase the production of grain and live-stock and modernize light industrial factories and operate them in full capacity so that the people may substantially benefit from them.
    The expenditure for power, coal and metal industries and railway transport, the four pilot domains of the national economy, is expected to swell 11.9 percent over last year and a bigger amount of fund than the same year to go to the domains of capital construction, land management and city administration.
    60.3 percent more fund than last year will be disbursed for the development of science and technology and a new measure will be implemented to ensure that the enterprises earmark 2 percent of their net income for carrying out their own projects for the development of science and technology.
    7 percent more fund will be disbursed for education, 9.8 percent more fund for public health and 9.4 percent more fund will be allocated for social insurance and social security than last year.
    15.8 percent of the total state budgetary expenditure will be allocated for national defence.
    The government will send a huge amount of educational aid fund and stipends to the Korean children in Japan for the development of democratic national education of the General Association of Korean Residents in Japan.
    The reporter called on all the people to successfully execute the state budget and thus glorify this significant year as a year of great changes that will usher in a new era of prosperity for Songun Korea.
