Weekly Report on North Korea (September 29-October 12, 2006)

Internal Affairs

• The Central Broadcasting Station and Pyongyang Broadcasting Services reported on October 9 that North Korea carried out underground nuclear test successfully.

• Chairman Kim Jeong-il met with battalion commanders and took a picture with them, reported the Central Broadcasting Station on October 6.

• Commemorating 9 th anniversary of having Kim Jeong-il as a general secretary and 61 st anniversary of founding the Korea Workers Party, North Korea praised Kim’s achievement through the press and held several celebrating events.

• Democratic Chosun and the Korean Central News Agency reported on October 10 and 11 that North Korea held enlarged plenary session, attended by premier Park Bongju and other members of the Cabinet.

• North Korea had the 25 th North Korea-Cuba economy, science and technology consultative committee meeting on October 11 in Pyongyang and discussed plans to improve the two nations’ trade relations by enhancing their cooperation, reported Pyongyang Broadcasting Services on October 11.

• North Korea held the 7 th Exhibition of Education Program at the Three Revolution Exhibition Hall from October 3 to 9, reported the Central Broadcasting Station on October 10.

Inter-Korean Affairs

• Through a statement by the spokesperson of the Committee for the Peaceful Reunification of the Fatherland, North Korea condemned South Korea for the arrangement of Cheon Ryong, a cruise missile with a 30-mile range, saying it was a intolerable provocation that led the inter-Korean relations into confrontation and war, reported Pyongyang Broadcasting Services on September 29.

• According to the report by Pyongyang Broadcasting Services on September 30, North Korea shifted the blame for the suspension of reunion events, saying in the Rodong Daily that the South Korean conservative group’s request for fates of separated families was intrigue by confrontation fanatics.

• Regarding the South’s warning shots it fired when five North Korean soldiers crossed the Military Demarcation Line on October 7, North Korea criticized, “South Korean soldiers fired 60shots at the North’s soldiers at a checkpoint in the central forward area on October 7,” reported Pyongyang Broadcasting Services on October 8.

Foreign Affairs

• In a statement regarding the nuclear test, North Korean Ministry of Foreign Affairs said North Korea would carry out nuclear test with guaranteed safety, reported the North Korean Television Broadcasting Station and the Central Broadcasting Station on October 3.

• In a statement by the spokesperson of the Ministry of Foreign Affairs, North Korea made the U.S. responsible for its nuclear test and demanded a retraction of policies against North Korea . In addition, the North made clear that it would make physical countermeasures if pressure on it grew heavier, reported the Central Broadcasting Station and Pyongyang Broadcasting Service on October 11.
