Korean Central News Agency of DPRK via Korea News Service (KNS)

Pyongyang, March 4 (KCNA) -- A national meeting to mark the 60th anniversary of President Kim Il Sung's promulgation of the historic Agrarian Reform Law took place at the People's Palace of Culture on Saturday. Kim Il Sung laid down the basic principle of letting the peasants become owners of land under the slogan of "Land to the Tillers" after the liberation of Korea on the basis of the Juche-oriented programme for the agrarian reform and practical experience gained in the crucible of the anti-Japanese revolution and guided a preparatory work to carry out the land reform before all the democratic reforms. On this basis he promulgated the historic Agrarian Reform Law on March 5, Juche 35 (1946). Present at the meeting were Kim Yong Nam, Pak Pong Ju, Jon Pyong Ho and Ri Yong Mu and other officials.
Yang Hyong Sop, alternate member of the Political Bureau of the Central Committee of the Workers' Party of Korea and vice-president of the Presidium of the Supreme People's Assembly, made a report at the meeting.
The reporter said that the "Law on Agrarian Reform in North Korea" personally worked out and promulgated by Kim Il Sung is a Juche-oriented programme for the agrarian revolution as it provided the most correct guidelines for the solution of the agrarian issue at the stage of the anti-imperialist, anti-feudal democratic revolution and a code on land that freed the peasants from the feudal bondage, enabling the peasants to become owners of land, and paved a wide avenue for building a new society. Over the last six decades since the historic agrarian reform a revolutionary change unprecedented in the nation's history has taken place in the rural areas of the DPRK and the Korean people's cause of socialist construction has made giant progress under the wise leadership of the Party and the leader, he noted, and went on: The Juche-oriented cause of socialist rural construction started by Kim Il Sung has been firmly defended and successfully carried forward by leader Kim Jong Il. 60 years since the historic agrarian reform represent a glorious history in which the outstanding idea and unique policy on the socialist rural construction set out by Kim Il Sung and Kim Jong Il have been embodied to bring about epoch-making changes in the rural areas.
The reporter underscored the need to further consolidate the socialist agricultural system provided by the President and build prosperous socialist countryside on this land without fail.
He called upon the agricultural workers and all other people to absolutely trust and follow Kim Jong Il and defend the headquarters of the revolution politically and ideologically with their lives.
He underlined the need to energetically push forward the mechanization and the use of chemistry in agriculture so as to bring about a leap forward in the agricultural production, earnestly learn from the socialist Songun culture created and brought into bloom by the People's Army to help all the agricultural workers acquire science and technology as required by the IT age in the new century and turn all rural areas into a socialist land of bliss glorifying the Songun era.
It is the WPK's unshakable will and determination to finally solve the food problem so as to defend and add shine to Korean socialism true to Kim Il Sung's behest "Rice Precisely Means Socialism," reporter noted.
He called for unconditionally supplying necessary manpower, equipment and materials to the agricultural field in hearty response to the Party's militant call for mobilizing and concentrating all forces on farming once again, regarding the agricultural front as the main front of economic construction this year, too and bringing about fresh progress in implementing the WPK's policies for effecting a radical turn in seed improvement, in potato cultivation, double-cropping and soya bean cultivation in the same revolutionary manner as the People's Army does.
