Kim Jong Il, accompanied by Hyon Chol Hae, Park Jae Kyong, and Ri Yong Chol, paid a visit to KPA air force units 2623 and 447 (date unreported) and ordered soldiers to beef up combat capabilities. (Oct. 13, Oct. 14, Central Broadcasting Station)
The Standing Committee of the Supreme People’s Assembly announced resolution no. 35 on insurance-related provisions for the Gaesong Industrial District and resolution no. 36 on real estate-related provisions for the Geumgangsan Tourism Zone, both determined by the Supreme Standing Committee adopted on September 21, 2004. International Issues
Pyongyang Broadcasting Service made an accusation on October 13 that “the U.S. Congress’s approval of a military budget plan for the new fiscal year amounting to US$ 447 billion on the 9th of this month reveals its plan to build up its military power by squandering an enormous amount of military expenditure so as to achieve its goal of global conquest.”
Rodong Sinmun, in its October 16 editorial titled “The Never-Changing Aspiration for Reinvasion,” asserted that “the Japanese reactionaries are urging the development of a new type of spy satellite, referring to our Republic, but Japan must keep in mind that becoming a strong military power is a shortcut to a second downfall.” (Oct. 16, Central Broadcasting Station)
Inter-Korean Issues
The Committee for the Peaceful Reunification of the Fatherland made an assertion in an interview with the spokesman that “the government authorities of the South should revoke the preparatory plan for emergencies, take responsibility for its severe adverse effects on inter-Korean relations and ask for an unconditional pardon from North Korea.” (Oct. 12, Central Broadcasting Station)
The Committee for the Peaceful Reunification of the Fatherland denounced South Korea for “the recent alternative legislation proposed in place of the abolition of the National Security Law by some people is a fraudulent act surrendering to the acts of disobedience of the ultra-conservative powers opposing the abolition of the National Security Law.” (Oct. 16, Central Broadcasting Station)
