KCNA Blasts U.S. Arms Buildup

    Pyongyang, September 11 (KCNA) -- The United States is putting spurs to the preparations for a new war against the DPRK behind the curtain of dialogue. Recently the U.S. Defense Department decided to deploy 15 Aegis destroyers equipped with ultra-modern interceptor missile system in the East Sea of Korea and its surrounding waters till 2006 under the pretext of coping with "missile threat" from the DPRK. It is said that as its first phase two Aegis destroyers will be deployed in the East Sea of Korea and three in Hawaii soon on a permanent basis.
    The Bush bellicose forces made this decision not because of "missile threat" from someone. Their aim is to move their armed forces for a war of aggression to their operational areas and then round off at the final phase the preparations to mount a surprise preemptive attack on the DPRK on the entire front of the sea, the sky and the ground.
    South Korea and its vicinity have turned into a rendezvous, an operational base for the U.S. armed forces according to the "preemptive attack strategy" dubbed "Bush doctrine".
    The U.S. has begun the massive shipment of the latest war equipment worth nearly 13 billion U.S. dollars into south Korea under the signboard of "reduction" of its troops.
    It is busy with the move to merge the 13th Air Force Command in Guam with the 5th Air Force Command in Yokota Base of Japan and transfer the 1st U.S. Army Corps Command in Washington State to Kanagawa Prefecture.
    The U.S. bellicose forces have recently worked out and opened to the public "operation plan-5027-04," a scenario for the second Korean war.
    All facts go to prove that the Bush administration's talk about the negotiated settlement of the nuclear issue between the DPRK and the U.S. is a sheer lie and it is leaving no means untried to round off its preparations for a preemptive attack on the DPRK.
    The DPRK will neither remain a passive onlooker to the U.S. frantic arms buildup nor wait with folded arms till the U.S. side has occupied its starting position after finishing its preparations for assault.
    If the Bush bellicose forces ignite a war despite the DPRK's warnings, they will face an unprecedented catastrophe.
