2004-06-18

1. Introduction

o It has been reported that the China Southern Airlines will open a new regular air route between Shenyang and Pyongyang, and operations along the route will take place every Monday and Friday from early June (June 7, China International Broadcasting Station).

2. Progress

o North Korea and China:

- Signed the í░North Korea-China Aviation Agreementí▒ in Feb. 1959 and opened air routes linking Pyongyang and Beijing in April 1959 and Pyongyang and Shenyang in April 2000.

- At present, North Korea's Koryo Airlines operates two flights each week between Pyongyang and Beijing (Tuesdays & Saturdays), and Pyongyang and Shenyang (Wednesdays & Saturdays). China Southern Airlines operates an air route between Beijing and Pyongyang.

íě At present, North Korea operates a total of six regular air routes to three nations, with destinations including Beijing, Macau, Shenyang, Vladivostok, Khabarovsk, Bangkok and others. China Southern Airlines is the only foreign airliner to operate a regular air route to North Korea.

3. Analysis

o Shenyang, the capital of Liaoning Province:

- It is China's largest heavy chemical industrial city in which electricity, machinery, metals, and other industries are well developed.

- Has rich underground reserves of iron ore, diamond, coal, petroleum, molybdenum, manganese, etc.

- Is equipped with a well-developed transportation network, enabling it to be the transportation hub of China's Northeast region.

o  The opening of regular air routes between Shenyang and Pyongyang by China Southern Airlines is significant for the following reasons:

- Recently, the trade volume between North Korea and China's Liaoning Province has surpassed 470 million dollars (2003), accounting for the greatest portion (46.6%) of North Korea-China trade.

- It is recognized that economic exchanges and cooperation between North Korea and China's northeastern region is further expanding.

- The opening of the new air route is part of an effort to expand the transportation network between North Korea and Shenyang, the economic hub and transportation center of China's northeast region.

- It is deemed that the new air route has been opened in preparation for the further expansion of economic exchanges and cooperation that will be fueled by the promotion of regional trade between the North and China as well as the fostering of tourism by attracting more tourists.
