Each government plays a decisive role in achieving social development. The experience of the DPRK proves that the government's political will related to the field of social development and the people's viewpoint on it and the policy on social development and its implementation are essential for this development.
The DPRK has been able to invariably enforce social policies for the people even under the difficult economic conditions caused by the pressure and blockade of outside forces in recent years because it has shown constant state concern for the social wellbeing of the people and exerted positive efforts for it, regarding President Kim Il Sung's idea "believing in the people as in heaven" as a basic principle of the government policy and activity.
He underscored the importance of encouraging each government to work out a strategy for social development and increase its efforts for it and realize international cooperation in order to preserve and step up the social policies and smoothly carry out them.
