NK Vows to Maintain Jurisdiction at KEDO Site

North Korea has said that it will maintain jurisdiction at a construction site for light-water reactors being set up by an international consortium on the northeastern coast, currently designated a consular protection zone.

At a Nov. 10-11 meeting with staff from the Korean Peninsula Energy Development Organization (KEDO), Pyongyang officials revealed their plan to apply domestic laws on roads leading to the construction site, Seoul officials said on Friday (Dec. 19).

The construction site is some seven to eight kilometers away from the residential compound for South Korean workers who have been dispatched to the site. Currently, they can travel back and forth if they have a permit from North Korean authorities.

However, officials said the North Koreans did not elaborate on exactly what actions they will take.

"We don't know if the North Korean demand means they want to enter the construction site or only issue traffic violation tickets to South Korean employees illegally on the roads," one Unification Ministry official said.

The issue will be discussed again at a meeting between KEDO and North Korea in January.
