South side urged to cancel projected war exercises

Pyongyang, July 31 (KCNA) -- Kim Ryong Song, head of the north side delegation to the inter-Korean ministerial talks, today sent a telephone message to chief delegate Jong Se Hyon of the south side delegation.
Recalling the fact that of late the south side announced that it would stage 2003 Ulji Focus Lens joint military exercises together with the U.S. and, at the same time, some of the rapid deployment brigade based in the U.S. mainland would be deployed in South Korea, the message says:
We are very regretful that your side is to stage nuclear war exercises against the fellow countrymen in league with outsiders to bring dark clouds of a nuclear war to hang over this land at a time when the situation on the Korean peninsula remains extremely tense due to the U.S. nuclear racket.
Now that your side is planning to stage war exercises against the north together with the u.s. we feel deep apprehension as to whether the itineraries of inter-Korean relations agreed upon by both sides would be implemented properly.
As a matter of fact, the projected war exercises would entail catastrophic consequences and so your side would be held entirely responsible for the consequences as your side joins outsiders, turning its back on the fellow countrymen.
We consider it necessary for your side to properly understand desire of the fellow countrymen for national reconciliation, unity, peace and reunification and make a responsible decision to immediately cancel the projected Ulji Focus Lens and reinforcement and deployment of the U.S. forces, which would aggravate the situation and drive it to the brink of war.
