    Pyongyang, July 31 (KCNA) -- A spokesman for the Committee for the Peaceful Reunification of the Fatherland said that the DPRK is ready for dialogue with the U.S. and a total war. The spokesman in a July 31 statement made clear this stand, terming an operation to deploy in South Korea an elite force of the first rapid deployment brigade ever to be organized in the U.S. army an extremely dangerous war move to realize a new operation scenario to invade the DPRK.
    The U.S. military action clearly proves that the U.S. scheme to unleash a nuclear war on the Korean peninsula at any cost entered a phase of implementation, he said, and continued:
    The military action that came at a time when the Pyongyang August 15 Pan-National Rally for peace and reunification, an inter-Korean event, the 22nd Universiad and other events are at hand is a grave challenge to the Korean people's desire for peaceful reunification and an unpardonable criminal move to stem the trend of reconciliation and detente on the peninsula.
    With nothing can the U.S. invade the DPRK and block the advance of Koreans toward the peace and reunification of Korea.
    No force on earth can match the army and people of the DPRK who have a deterrent force strong enough to repel any U.S. military attack at a stroke.
    If the U.S. persists in its moves to provoke a nuclear war against the DPRK despite the unanimous condemnation and opposition of the people at home and abroad, it will be held entirely responsible for all the ensuing consequences.
