US Unmoved by North Korean Threats, Says Powell

U.S. Secretary of State Colin Powell says the Bush administration will not be deterred in the face of threatening rhetoric from North Korea. Mr. Powell also said in an ABC radio interview Wednesday that Pyongyang should realize that its weapons program is depriving the country of economic aid.

His comments came after North Korea warned of what it called "merciless" retaliation if the United States and its allies imposed sanctions or a blockade against Pyongyang. Wednesday, China and Russia blocked U.S. efforts to introduce a United Nations Security Council resolution condemning North Korea's nuclear program.

Meanwhile, diplomats from the United States, Japan and South Korea meet again Thursday, for a second day of informal talks in Washington. The United States has played down the significance of the talks, saying they are not formal negotiations between the three countries.

In Moscow, Chinese Deputy Foreign Minister Dai Bingguo is to hold talks with Russian officials on the North Korean nuclear crisis. China is working to arrange a second round of talks between Beijing, the United States and North Korea.
