Major Developments in North Korea (September 10-16, 2001)

Inside North Korea
 

On September 11, National Defense Commission Chairman Kim Jong Il inspected Korean People's Army Units No. 821 and No. 368, as well as goat and rabbit farms under Unit No. 757. He also visited the Kumseong Guards Unit No. 194 (date N/A). From September 14 to 15, he gave field guidance to the July 6 Railway Plant; the Naheung Concrete Rail Tie Plant; Seongchun River Power Plants No. 23, 24, 25, 26, and 27; Yongkwang Youth Fish Farm; and Shinheung County Jeungpyong Collective Farm in Hamkyong Province.

On September 12, the Korean Central Broadcasting Station reported, "the autumn national land management project has commenced, and in every province, city, and county, people are being mobilized to repair roads, river facilities, and buildings, and also to plant trees."

Regarding International Issues  
 

On September 10, a Foreign Ministry spokesperson issued a statement condemning Japan for the launch of an H2-A rocket. The statement argued, "The launch was a reckless military confrontation against North Korea." On September 11, the Rodong Sinmun printed a commentary stating, "DPRK-Japan relations will not improve unless it compensates for past wrongdoings."

On September 12, the Rodong Sinmun ran a commentary condemning the "Defense Deputy Assistant Secretary's September 7 remark to keep the U.S. forces in Korea" which it argued "revealed the hidden agenda of U.S. hard-line conservatives to swallow North Korea by force."

Regarding the U.S. War on Terrorism
 

On September 12, a Foreign Ministry spokesperson told the KCNA, "The September 11 attacks are a reminder of the seriousness of terrorism. As a supporter of the United Nations, our position to oppose all forms of terror and terrorist sponsorship remains unchanged. And we will approach this issue from this perspective."

On September 14, the Korean Central Broadcasting Station quoted the Washington Post and NHK in its complete coverage of the September 11 terrorist attacks on the U.S. It commented, "The international community is closely watching currently unpredictable future developments following the unprecedented attack against the U.S."

On September 12, the Broadcasting Station of the National Democratic Front of South Korea, a mud-slinging anti-South Korea propaganda organization, commented, "Media organizations all over the world agree that the terrorist attacks have given a grave lesson to the U.S., which has acted as the sole superpower with arrogance, self-righteousness, and abuse of power.

Regarding the Fifth Inter-Korean Ministerial Talks Slated for September 15-18 in Seoul
 

On September 13, the Committee for Peaceful Reunification of the Fatherland issued a statement saying, "Progress in bilateral relations including senior-level talks is entirely linked to the degree to which South Korea maintains an independent position."

On September 16, the Pyongyang Broadcasting Station reported, "the fifth round of senior-level inter-Korean talks were held in Seoul on September 16, and Kim Ryung Seong, senior cabinet councilor and the head of the North Korean Delegation, and his South Korean counterpart, Minister of Unification Hong Soon Young, delivered keynote speeches."
