 Major Developments in North Korea (May 14-20, 2001)

National Defense Commission Chairman Kim Jong Il and Korean People's Army General Hyun Chul Hae inspected KPA Units No. 1129 and No. 851 (May 19) and Navy Unit No. 256 (May 20). Chairman Kim directed each unit to "train the forces into heroes in physical battle, warriors willing to sacrifice their lives, and strengthen Navy forces."

The Korean Central Broadcasting Station reported, "Serious draught continues to affect South Hwanghae, Kangwon, and South Pyongan Provinces. The entire nation is focusing its strength and all means to alleviating draught damage and to discover underground water sources with pumps."

Regarding International Issues  
 

On May 16, the Korean Central Broadcasting Station reported, "A Foreign Ministry spokesperson has commented on the establishment of diplomatic ties with the EU as the state welcomes it and will work towards expanding relations with the EU over a broad spectrum."

On May 17, the KCNA issued a statement regarding compensation for damages caused by delayed LWR construction: "If the U.S. avoids fulfilling its obligation to provide LWR by 2003 and refuses to provide compensation for electricity loss, we have no choice but to revive use of the graphite reactor."

Regarding Inter-Korean Issues
 

On May 15, the Korean Central Broadcasting Station reported, "The South Korean Navy's mobility training in the first half of 2001 is a scheme to provoke war and to escalate tensions."

On the 21st anniversary of the Kwangju Democratic Movement, the Rodong Sinmun editorialized, "The South Korean people's uprising in Kwangju was a massive armed revolt against foreign forces and fascists. The people were against U.S. imperialism and the rule of South Korean military fascist groups."
