INTRO:  North Korea's ambassador to the United Nations 
announced today (Tuesday) that his nation will not 
attend the U-N Millennium Summit because of what he 
characterized as rude and hostile acts by United 
States security officials.  V-O-A Correspondent Breck 
Ardery reports from the United Nations.
TEXT:  Ambassador Li Hyong Chol said the incident 
occurred at the airport in Frankfurt, Germany when the 
North Korean delegation was trying to board a flight 
for the United States.  Mr. Li said American security 
officials at the airport were rude and abusive to the 
delegation, headed by Kim Yong Nam, Chairman of North 
Korea's People's Assembly.

      According to information from the delegation, 
      they (the security officers) even insisted that 
      every member of the delegation, including the 
      President, should answer their questions and 
      every piece of luggage should be opened and 
      checked.  They even said that private parts of 
      the delegations bodies should be touched and 
      inspected.

Mr. Li says that as a result of the incident, the 
North Korean delegation will not attend the U-N 
Summit.  That also means that there will be no 
bilateral meetings between North and South Korean 
officials at the summit as had been scheduled.
The Millennium Summit is the largest gathering of 
world leaders in history, with more than 150 heads of 
state or government expected at U-N headquarters.
The United States, as host nation for the United 
Nations, had granted visas to the North Koreans and 
members of the delegation had been invited to a 
reception with President Clinton.
At the U-S State Department, an official described the 
incident as "unfortunate" and one the United States 
deeply regrets.  The U-S official said the incident 
appears to have been caused by procedures at the 
Frankfurt airport and that the matter is being
