North Korean representatives to Panmunjom had nothing but fighting words in an apparent
verbal defense of their vessels that forced their way across the Northern Limit Line, causing
an exponential rise in tensions on the Koran peninsula. The northern brass admitted no guilt
in the incident, and demanded an "apology" from South Korea for what they deemed an
"intrusion into North Korean territorial waters" in addition to bearing "all responsibilities" for all
consequences arising from the hostilities. |

In an interview with the Korea Central News Agency, the North Korean foreign minister
claimed that the Kumchang-ri site was confirmed by the visiting American representatives to
be nothing more than an "empty cave," but added that North Korean decisions on its utility
were contingent upon future American attitudes toward the country. |

In a propaganda offensive to instigate the public against the ROK's government of the people,
the North Korean propaganda organ, the People's Democratic Front, issued a statement
calling on the South Korean masses to "bring an end to the government of the people with
fierce and active struggle on the twelfth anniversary of the June Uprising." |

The Korea Central News Agency added to North Korea's verbal assault on the Sunshine
Policy, calling it "South Korea's plagiarized version of the US Implementation of Peace
Principle, and fodder for confrontation and war on the Koran peninsula." |
