On the foreign policy front, North Korea's spokesperson for its foreign ministry expressed absolute accordance in sentiment with the protest of the People's Republic of China over NATO's accidental bombing of the Chinese Embassy in Yugoslavia, and denounced the act as a crime of infringement against Chinese sovereignty.

North Korean organizations such as the Worker's League and the Women's League, and a host of other groups, made official statements and announcements, and published editorials criticizing and lambasting NATO actions against Yugoslavia, at the behest of the government.

North Korea's Committee for the Peaceful Unification of the Fatherland urged the ROK government to implement the prerequisites to their proposed high-level talks between the North and the South, proposed 100 days ago on February 3rd, and called on students in the ROK to participate actively in the workers' struggle.
