Kim Jong-il made a visit to the Songam-myungki ranch, recently expanded by soldiers mobilized for the task, and issued directives for the initiation of a campaign for animal husbandry and improvement of animal stock. Concurrently, the Science and Technology League convened its 24th plenary session for discussions on party directives on progress in the field of technology, and also for resolution of problems in the supply of food, electricity, and transportation.

The spokesman for North Korea's foreign ministry described the passage of a bill ratifying the new defense guideline between the US and Japan in the Japanese Diet as a sanction to aggression. He also stated the new bill has made legal establishment of a state of war between DPRK and Japan.

The north also passed the full responsibility for the impasse at the Fifth Four-party Talks in Geneva on the US and South Korea, on their refusal to hold discussions on a formal peace treaty between North Korea and the US, and for the withdrawal of the USFK.

The Worker/Peasant/Student Rally and the International May Day Report Assembly were held in Pyongyang at the government's behest in an apparent attempt to foment additional strikes and pro-northern unification movements among South Korean laborers.
