Weapons of Mass Destruction (WMD)

The North Korean government convened a Grand Report Session in the wake of KPA Foundation Day on April 25, and elicited statements of absolute loyalty from the armed forces. Kim Jong-il visited Keumsusan Memorial Palace and a number of units, and declared their transformation into "invincible revolutionary forces."

North Korea made continued demands for the withdrawal of the USFK prior to the firth round of the Four Party talks in Geneva, citing it as an issue "fundamental" to the talks. It responded to a description of its test-firing of missiles in the Blue Book of Japanese Defense by stating, "Japan is clearly using our test-firing as a pretense to engage in military expansionism."

North Korea also called on striking South Korean workers "not to give in to government threats and attempts at appeasement." The northern headquarters of the Pan-Korean League blasted the ROK government's action to prevent the assembly of the Federation of Korean Student Unions as "fascist repression."
