North Korea convened conferences for scientists and technicians on March 25-26, in addition to the National Science and Technology Fair on March 23-27, and the conference for village-level supervisors of the Agricultural Workers League on March 28, and called for progress in technology and improving standards of living for ordinary citizens.

The North Korean media was quick to report on NATO air raids against Yugoslavia and blasted the offensive as a 'violation of international law and the UN Charter' and demanded immediate cessation of hostilities. It also responded to claims of North Korean intrusion into Japanese territorial waters as 'pure fabrication' by the Japanese.

The parliamentary resolutions for the implementation of the South-North Basic Agreement was delivered to North Korea in the name of the ROK National Assembly, but North Korea continued its demands for fulfillment of 'prerequisite conditions', including the abolition of the National Security Law. In addition, ROK's "Defense of Nation" military exercises (March 28-April 04) were denounced by North Korea as a 'treacherous preparations for war by warmongers".
