The Standing Committee of the North Korean Supreme People's Assembly has announced an order to convene the Second Meeting of the Tenth Assembly on April 7th. The national convention for most active propagandists for government economic policies were held around the same time, and the government mobilized and dispatched one thousand recently-discharged military personnel to Taehungdan county in Yanggang province to help potato cultivation in the region.

North Korea's Committe for the Peaceful Unification of the Fatherland blasted the ROK government's policy for simultaneuos use of Chinese characters a 'betrayal', claiming that the ROK was 'selling out' on its language and culture, in an attempt to sow discord in South Korea's public opinion.

North Korean described the conclusions of its negotiations with the US in New York from Feb. 27th to March 16 as 'an observation by invitation, and not an inspection by any means', and that 'fees are to be provided by the US for the observation'.

Russia and North Korea signed the Treaty on Cooperation and Amity on March 17th. Offical statements from North Korea hailed the agreement as 'the establishment of the legal foundation for promoting relations between our two countries", and announced that it had "extolled the necessity of the withdrawal of the USFK and an official peace traty between us and the United States".
