TEXT: US-N. KOREA TALKS ON SUSPECT UNDERGROUND CONSTRUCTION
(US requires access to construction at Kumchangni) (260) Washington -- Delegations from the United States and North Korea (DPRK) met several times in several venues from December 4-11 to continue discussions begun in August on US suspicions about underground construction at Kumchangni. According to a statement released December 11 by State Department Deputy Spokesman James Foley, the United States continued to require the complete resolution of its concerns regarding the DPRK's suspect underground construction and has made clear this will require access. FOLEY, DEPUTY SPOKESMAN CONCLUSION OF THIRD ROUND OF US-DPRK BILATERAL TALKS ON SUSPECT UNDERGROUND CONSTRUCTION The US and DPRK delegations met in New York December 4 and 5, in Washington DC December 7 and 8, and again in New York December 10 and 11 to continue discussions begun in August on US suspicions about underground construction at Kumchangni. The talks were conducted in a serious atmosphere. The US continued to require the complete resolution of our concerns regarding the DPRK's suspect underground construction and has made clear this will require access. Although gaps remain, the parties approached the issues in a problem-solving manner. The two sides recognized that progress was made and agreed to meet again as soon as possible at a venue and date to be determined through the New York channel. (end text)
