TEXT: U.N. SECURITY COUNCIL STATEMENT ON KOREAN PENINSULA (U.N. expresses concern over North Korean sub incident) (400)

United Nations -- For the first time since the end of the Korean War, the Security Council issued an official statement October 15 on the situation in the Korean peninsula.

The council adopted a presidential statement at a formal session expressing "serious concern" over the intrusion of a North Korean submarine and crew into South Korea. In the statement, read by Council President Gerardo Martinez Blanco of Honduras, the council stressed that "the Armistice Agreement shall remain in force until it is replaced by a new peace mechanism."

Speaking with journalists outside the council chamber, South Korean Ambassador Park Soo Gil called the council's action a "clear and strong message to North Korea against further provocations...and policy of destabilization."

"This is the first important decision made by the Security Council in the form of a presidential statement governing the validity of the armistice agreement," Park noted.

Since the armistice was signed in July 1953, the council has issued no formal statements or adopted any resolution on the political situation between the two countries. It has, however, pronounced itself on the problem with North Korea's nuclear reactor and inspections by the International Atomic Energy Agency (IAEA).

Following is the official text of the statement:

The Security Council has considered the letters of the Permanent Representative of the Republic of Korea (S/1996/774, S/1996/824 and S/1996/847), and the letters of the Permanent Representative of the Democratic People's Republic of Korea (S/1996/768* and S/1996/800), regarding the incident of a submarine of the Democratic People's Republic of Korea on 15 September 1996.

The Security Council expresses its serious concern over this incident. The Council urges that the Korean Armistice Agreement should be fully observed and that no action should be taken that might increase tension or undermine peace and stability on the Korean peninsula.

The Security Council stresses that the Armistice Agreement shall remain in force until it is replaced by a new peace mechanism.

The Security Council encourages both sides of the Korean peninsula to settle their outstanding issues by peaceful means through dialogue, so that peace and security on the peninsula will be strengthened.
