The following was released late February 26 by State EAP/P:

NORTH KOREAN ARMY MOBILIZES

Q: What is our reaction to the press report that the North Korean Army has gone on full mobilization? Does the North Korean action represent a threat to the South?

A: North Korea's so-called "full mobilization" in reaction to Team Spirit is similar to action taken in years past. We will watch North Korean military actions in the coming days very carefully. The U.S. and ROK enjoy a firm and capable defense relationship, and we are capable of meeting any contingency on the Korean Peninsula.

North Korea's reaction is out of proportion to any concern that Team Spirit might cause.

Team Spirit is a defensive exercise that has been conducted annually for 17 years. It is conducted well away from the North-South border, and on an East-West axis. It poses no threat to North Korea.

The U.S. and the ROK have for years invited the North Korean Army to send observers to view the exercise. So far, the North Koreans have not responded to the offer.
