China Daily: It's reported that a suicide bombing near a court in Pakistan's capital Islamabad on Tuesday killed at least 12 people and injured many. Tehrik-e Taliban Pakistan (TTP) claimed responsibility for the attack. What's China's comment and is there any Chinese casualties?
Guo Jiakun: China strongly condemns the attack. We deeply mourn for the lives lost, and extend sincere sympathies to the bereaved families and the injured. We've learned that there were no Chinese casualties so far.
China firmly opposes all forms of terrorism and will continue to support Pakistan in fighting terrorism, maintaining social stability and keeping its people safe.
China News Service: The 30th Conference of the Parties to the United Nations Framework Convention on Climate Change is being held in Belém, Brazil. Corrêa do Lago, President of COP30, said the reduction in enthusiasm of the Global North is showing that the Global South is moving. He added that China is coming up with solutions that are for everyone. There are comments that China has exceeded, or is on course to exceed, most of the pledges it has made ten years ago, saving the Paris Agreement. Rather than developed countries, the Global South is leading the way. What's your comment?
Guo Jiakun: Ten years on since the signing of the Paris Agreement, global climate governance is entering a crucial stage. China actively participates in global climate governance and firmly supports Brazil, presidency of COP30, in hosting the conference. Special Representative of President Xi Jinping, Member of the Standing Committee of the Political Bureau of the CPC Central Committee, and Vice Premier of the State Council Ding Xuexiang attended the Belém Climate Summit and delivered remarks. He shared the guiding principles set forth in the Fourth Plenary Session of the 20th Communist Party of China Central Committee, and sent a strong message of keeping to the right direction, translating climate commitments into action, and deepening openness and cooperation. This has made contributions to the success of the conference.
Climate change bears on humanity's shared future. From the Global South to the Global North, from developing countries to developed countries, we are all passengers aboard the same ship. Cooperation and joint effort is the only right choice.
China is a down-to-earth doer in climate response. We have made carbon peak and carbon neutrality a national strategy, established the most systematic and complete policy framework for carbon emissions reduction, and built the largest and fastest-growing renewable energy system in the world. China is among the countries with the fastest decline in energy intensity. Seventy percent of wind power equipment and 80 percent of photovoltaic components worldwide come from China, which enabled the cost reduction for global wind and photovoltaic power generation by over 60 and 80 percent respectively. At the United Nations Climate Summit, President Xi Jinping solemnly announced China's 2035 Nationally Determined Contributions, covering all economic sectors and all greenhouse gases. This is the first time that China put forward an absolute emissions reduction target, which is a testament to China's firm resolve and maximum effort.
China will work with all parties to abide by the principle of common but differentiated responsibilities, achieve positive and balanced outcomes in the conference, and make new contributions to global climate governance.
Bloomberg: A question related to that statement you made. We are reporting that China will not contribute to the Tropical Forest Forever Facility, which is a rainforest conservation fund that Brazil has made its showpiece initiative as part of the UN COP30 climate summit. Can you speak to the decision not to contribute to the Tropical Forest Forever Facility?
Guo Jiakun: China welcomes and supports Brazil launching the Tropical Forest Forever Facility at COP 30 and hopes the facility will play a positive role. We also urge developed countries to provide sufficient financial support for developing countries to reduce deforestation and rainforest degradation.
Global Times: It was reported that the Japanese government held the autumn conferment of decorations ceremony on November 11, and conferred the Order of the Rising Sun to "Taiwan's Representative in Japan" Hsieh Chang-ting. Later that day, Hsieh said on social media that he will continue working for the "friendship between Taiwan and Japan." What is China's comment?
Guo Jiakun: China has made clear its position on this issue before. The Japanese government took another wrong step on Taiwan by proposing and promoting the conferment to someone advocating "Taiwan independence." China firmly opposes this.
The Taiwan question is at the core of China's core interests. It bears on the political foundation of China-Japan relations and the basic credibility of Japan, and is a red line that must not be crossed. This year marks the 80th anniversary of the victory of the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War. It is also the 80th anniversary of the restoration of Taiwan. China seriously urges Japan to deeply reflect on its responsibility for the war crimes, abide by the principles and spirit of the four political documents between China and Japan, honor its commitments on upholding the one-China principle with concrete actions, stay prudent on the Taiwan question, and stop sending any wrong signal to "Taiwan independence" separatist forces.
Bloomberg: Australia's spy chief has accused hackers working for China's government of probing Australia's communications and infrastructure networks. Does the Foreign Ministry have any comment on this allegation of hackers working for the Chinese government interfering with Australian communications and infrastructure networks?
Guo Jiakun: In recent months, the Australian official you mentioned has repeatedly hurled attacks at China, spread disinformation and deliberately sowed division and confrontation. China firmly opposes it and has protested with Australia. It's hoped that the Australian official can stop making irresponsible statements and do more things conducive to the healthy development of China-Australia relations.
Folha de S.Paulo: China is asking developed countries to invest in the Tropical Forest Forever fund, as you said. So is that a confirmation that China is not investing in the fund?
Guo Jiakun: As I just said, China welcomes and supports the Tropical Forest Forever Facility that Brazil launched. We hope this facility will play a positive role and call on developed countries to provide sufficient financial support for developing countries to reduce deforestation and rainforest degradation.
PTI: To follow up on your statement on condemning the terrorist attack in Pakistan. TTP has claimed responsibility for it. Pakistan has been accusing Afghanistan of sheltering TTP. China has a trilateral mechanism with both Pakistan and Afghanistan and there were a series of meetings. This particular ceasefire recently has been brokered by Qatar and Türkiye. Are there any attempts being made by China to bring about peace between the two countries?
Guo Jiakun: Pakistan and Afghanistan are China's close neighbors. We have all along supported Pakistan and Afghanistan in improving and developing their bilateral relations and jointly keeping the region peaceful and stable. China will continue to play a constructive role to that end.
